Sweden: Sketch assignment for an artistic design Novum Bio City Garage

Stockholm County Council invites professional artists to apply for a sketch assignment for an artistic design for the car park by Novum Bio City being built beside Karolinska University Hospital in Huddinge.
Conditions at the site
Novum Bio City is planned as a new research and laboratory building adjacent to Karolinska University Hospital in Huddinge. It will be built above the hospital's visitor car park. The new car park will have three levels. For two of the levels – levels 2 and 3 – artistic designs using tiles were commissioned from two different artists. The designs will be installed in June. Huddinge hospital was opened in 1972 and over the years has been the largest medical building in Sweden and one of the largest hospitals in Europe. The hospital is characterised by its non-hierarchical architecture, its artistically designed outdoor areas and its light courtyards, as well as the extensive designs produced by different artists.
Description of the artistic commissionThe current sketch assignment relates to level 4 of the car park. The total area for the artwork is 1.7 m x 16 m. The assignment requires the artist to use tiles as a material for the design. The pre-selected tiles are Ceramica Vogue (manufactured by Architettura intelligente) and are structured according to a modular system in approximately 30 different colours. The representatives of the Cultural Administration will cooperate closely with the artist on all matters relating to materials and tiling. For that reason, no prior knowledge in this area is required. The art around Huddinge hospital gave a young, modern impression when it was installed when the hospital was built in the 1960s and 70s. For the new artistic design in the newly-built car park we are looking for a similar level of artistic expression with a contemporary feel.
Specification of requirements
The artistic design must be characterised by strong artistic values and should be permanent, with complex content, and should contribute to a visually attractive environment that lends itself to thought and gives the space character. The artistic design forms part of an architectural whole, which involves cooperation with project managers from Stockholm County Council, art consultants, project management from the County Council property company Locum and lighting consultants. Budget
Sketch assignment: 30,000 SEK excluding VAT. The cost framework for the performance of the public art commission, including the sketch assignment, is calculated at 300,000 SEK excluding VAT. Everything connected with the execution of the artwork and costs associated with completion, such as the artist's own project planning time, material costs, mounting arrangements, subcontractors, travel, transport, insurance, the artist's own fees for carrying out the work and artistic fees, must fit within that framework. An environmental check-list and maintenance instructions are also included in the artist's obligations. Advice for maintenance and arrangements for maintenance must also be indicated in the budget. Construction-related assembly and installation at the construction site is paid for as part of the budget for the construction project.
Timetable
• 05/05/2014, 24.00 hours –deadline for submitting applications.
• 19/05/2014, decision on which artist is to be invited to carry out sketch assignments
• Week 23 2014 planned start-off meeting for the assignment
• 12/08/2014, submission of sketch proposals.
• 15/08/2014, decision if the sketch proposal should be performed.
• Production of construction documents for tiling
• Week 36 2014, assembly/installation of artwork.
Who can apply?
In order to produce an artistic design for the County Council Cultural Administration:
1. You must be a professional artist
2. when an assignment is awarded, you must be registered for Swedish Company Tax relating to an entry in a register of companies or a commercial register or similar. When an assignment is awarded, a copy of a certificate from a relevant authority must be submitted on request.

In addition, we require:
• the artistic design must conform to the special nature of the activity in areas where care is provided.
• you should be able to provide solutions for the operation and maintenance of the art work and ensure that a sufficiently high level of durability is achieved.
• that the environment be taken into consideration in the selection of materials and production methods.
